Through outreach and education, CHOC Energy promotes energy efficiency and energy conservation programs in Northern California. We specialize in the deployment of California’s Energy Savings Assistance Program for Single Family and Multifamily Homes (ESA), Energy Savings Assistance Whole Home Program for Single-Family Homes, and Low-Income Weatherization Program (LIWP), respectively; all serve low-income single and multifamily residences across Alameda, Contra Costa, Napa, Sacramento, San Joaquin, San Mateo, Santa Cruz, Solano and Yolo counties, with LIWP specifically serving Farmworker households. All programs deliver energy cost savings to customers through the installation of energy upgrades; this free weatherization service includes appliance switch outs, HVAC appliance repair/replacement, air conditioning tune-up, minor home repairs, and the replacement of obsolete or non-functional units. CHOC Energy’s outreach also includes HVAC, Plumbing and Construction Training Services.

CHOC Energy offers free weatherization services to eligible customers (homeowners and renters) in Alameda, Contra Costa, Napa, Sacramento, San Joaquin, San Mateo, Solano and Yolo counties. Free Weatherization may include the following:

Do you qualify?

Gross income for your household must not exceed the income guidelines below. Your home cannot have been treated under the program unless prior to 2021. The income qualifications in the chart below will be updated annually.

FABIOLA ORTIZ, VP OF CHOC ENERGY

Fabiola Ortiz oversees CHOC Energy, which operates the Energy Savings Assistance Program(ESAP), serving various Northern California counties. The ESA program is designed to provide energy savings to qualifying, low income homes by installing weatherization measures that include attic insulation, duct sealing, minor home repairs and appliance replacements. Ms. Ortiz brings over 20 years of diversified project management and innovative entrepreneurial expertise in the launch of ground-up, new businesses to daily management operations, human resources, operational and strategic planning. A results-focused, creative problem-solver with outstanding staff management, relationship-building and corporate growth experience, Ms. Ortiz holds a Bachelor of Science from John Jay College and a Masters in Public Administration from the University of Oklahoma.

Sarah Vallimont, Director

Sarah Vallimont joined CHOC Energy in 2013. Beginning in our call center as a part-time scheduler, she rose through the ranks to Director in 2023. Vallimont is a driving force behind Energy’s ESA programs, as well as a new, Northern California Multi-Family Building Energy Savings Program working with apartment complexes in the Tri-County area. Additionally, Vallimont oversees Energy’s LIWP program assisting farmworkers, actively involved in outreach efforts, which includes working with food banks to co- and direct market free weatherization services for California farmworkers.

Chris Lakin, Field Production Manager

Chris Lakin has been with CHOC Energy since 2016, bringing with him 15 years of Energy Savings Programs experience. Chris began as a Weatherization Specialist, advancing to his current Field Production Manager position. Chris takes pride in his ability to train our staff and educate them on program rules, procedures and how to conduct installations efficiently.
