Stephen Woolery, Chair
Stephen Woolery has over thirty years of experience in investment and commercial real estate. He has provided marketing consulting and direct transaction negotiating services for several private and not-for-profit companies and developers of mixed-use urban infill developments with affordable housing elements. He was instrumental in developing and executing the leasing strategies for the retail and office space at Fruitvale Village in Oakland California. This award winning project was developed by Fruitvale Development Corporation and was nationally recognized as a prime model for successful mixed-use Transit Oriented Development. Mr. Woolery attended the University of Colorado and is a graduate of the US Naval Justice School and Naval Aviation Training Command. He is a licensed California Real Estate Broker.

Ortensia Lopez, Vice Chair
Ortensia Lopez is the Executive Director of El Concilio of San Mateo County (El Concilio), a non-profit coalition of organizations and individuals committed to improving the quality of life for underserved communities by increasing leadership, education, and employment opportunities, and access to quality and appropriate health care in San Mateo County. Previously she was a co-founding member and Chief Executive Officer (CEO) of the Bay Area Latino Non-Profit Association, and CEO of the North Peninsula Neighborhood Services Center. Ms. Lopez was responsible for developing and managing successful and innovative programs for the poor and disadvantaged. She serves as Chair of the CPUC Low-income Oversight Board and on the Advisory Committees for Comerica Bank and One California Bank. Ms. Lopez also on the Board of Directors for the Greenlining Institute and volunteers with the Hispanic Chamber of Commerce, California Energy Efficiency Commission, California Community Business Partnership on Diversity. Ms. Lopez attended California State University of Los Angeles and obtained her Master’s Degree from the University of Southern California. She also is a graduate from the Institute for Executives of Non-Profits from Springfield University in Massachusetts.

Hector A. Fernandez, Secretary/Treasurer
Hector A. Fernandez has extensive experience in policy and program development in housing, community development, and organizational capacity. He worked for over 10 years in the nonprofit sector, developing programs for Farmworker housing and health, and researching/advocating for rural, affordable housing. Hector brings practical experience in developing organizational capacity, funding strategies, strategic planning, community assessment, and grassroots rural leadership. Mr. Fernandez has previously served on statewide boards including: Housing California, the California Coalition for Rural Housing, and the California Reinvestment Coalition. He attended: Cal Poly, SLO, and CSU, Fresno. Currently, Mr. Fernandez works as a legislative advocate at Fernandez Government Solutions.

Charles Rabamad, Director
Charles Rabamad is the Assistant Director of Recovery at the California Emergency Management Agency (CalEMA). Mr. Rabamad was an engineer and project manager at the California Department of Water Resources since 2009. He also held multiple positions at the California Emergency Management Agency from 1991 to 2009, including program manager, public assistance officer, and disaster assistance program specialist.
